On November 1, 2010, the Sanford School Board unanimously approved a name change for the Sanford Regional Vocational Center. Henceforth, our school will be known as the Sanford Regional Technical Center.
I believe this small change to the center’s name may have big implications on how some students, parents, educators, and members of the surrounding communities will begin to “see” our school. But most importantly, the change in our name will reflect what is occurring daily in our classrooms and labs.
Over 40 years ago (1970) the Sanford Regional Vocational Center opened its doors. At that time the federal legislation for vocational education was the Vocational Education Act of 1963. Its primary focus was to support the mission for vocational education programs – preparing students for jobs. At that time a high school graduate that participated in a vocational education program was pretty much guaranteed an entry-level job in the manufacturing-based economy.
In 1990 new federal vocational education legislation caused a turning point for vocational education. A stronger emphasis was placed on the integration of contextual learning and academic instruction. In addition, vocational education was now referred to as career and technical education.
The current federal legislation for career and technical education is The Carl D. Perkins Career & Technical Education and Improvement Act of 2006. The term “vocational” is nowhere to be found in the legislation. Its guidelines require that programs at the local level prepare students for careers in a knowledge-based economy. Today, the overall educational mission of every career and technical education program is to prepare students academically and technically for opportunities in post-secondary education or entry into high-skill, high-wage, or high demand careers.
In closing, I hope my comments have helped give you a better understanding of career and technical education and the reason why we have renamed our school the Sanford Regional Technical Center.
